Description
I'm thinking going this route for the Uniforms for a magical school or some space school, have yet to really decide...The top is a dark grey almost black, the main is a kind of brick red with maybe a touch of brown. Black hose (material undecided) and charcoal wedge-heeled ankle boots.

Personally the best one I've found for my tastes so far is a houseruled variant of the True Sorcery System. The way it works is that you have a number of magnitudes (representing your mastery of magic) and inside each magnitude you have a number of lores that are what you can do when you learn them.
But I ramble on (For those interested in this system see bottom section), I do like these uniforms and they inspire so many wonderful ideas (magic schools are so fun for punishments spy on the girls changing and your turned into one, for some reason this type of uniform brings to my mind a rather sad guy turned girl trying to adapt to his new life even if its only for the remainder of term). Of course I know a couple of girls who'd hate being restricted to skirts and pantyhose, hmmmm I assume there's a gym uniform to go with this for exercise or hikes in that wood? If so I'd rather like to get a description of it (is it shorts, bloomers, a short skirt or something else, I'd assume a t-shirt and sneakers for th rest?) and the guy's uniform (pants and a button up top perhaps with rank insignia on a jacket pocket?) if you don't mind doing so please?
BOTTOM SECTION
So what you wind up with is . . .
Dabbler
Basic level anyone with magical abiliity but no training is at this rank. They can learn simple straightforward things like LIGHT LORE (create light or darkness) or SENSE (You can improve your senses).
Student of Magic
Someone who's been trained in their powers is at this level. Theyre not that much stronger than a dabbler but they can learn some slightly more complex things like DISPEL (remove magic basically) or PROPHECY (You can contact higher planar beings to get useful information).
First Magnitude
Someone who's beginign to unlock their powers most people are here or at Second Magnitude. They're doing more abstract and difficult magic. Lores include CREATE ENERGY (You pick a form of energy you can create e.g. fire or electricity and then you can hurl fireballs or firebolts of lightning balls etc) and HEALING LORE (Magical healing).
Second Magnitude
Highest most people will achieve (even those who live for centuries). Lores here are more powerful than the lower levels e.g. COMPEL (force people to do what you want) or ANIMATE OBJECTS (create a broom that sweeps your house for you for instance).
THIRD MAGNITUDE
The pinacle of what most mortal spell casters could achieve but probably wont. Lores here affect the basic state of existing including such things as CREATION (Create matter out of nothing), DESTRUCTION (Destroy matter leaving nothing behind) or TIME LORE (can alter the flow of time).
FOURTH MAGNITUDE
This is it the most powerful magic anyone can do, in the books this system was based on 2 people achieved this level in thousands of years. There are no lores for this level but I've created a few thing like FICTION LORE (gives you the ability to actually travel into a book, movie, comic etc and affect the events in it. Any changes are only reflected into the one you used this spell on not all copies of that item).
The good thing about this system is that its easily adaptable for different settings by allowing/disallowing various lores. Don't like the dead being raised remove the LIFE lore that is used for that. Want an elemental magic system only allow ones like EARTH LORE (Affect earth).

I'm not the one who made this. However, your system of use is good as well, and can be combined with my system to produce a complete magic system.
In reality, the one i made was a bare bones analysis of my system, and it does not include the skill level of the mage, as that is a limiter of ability in all spell systems.

I see it as Quantum energy that is transmuted by the subconscious of the practitioner.

I see it as an energy produced by the cognitive process, which is then converted using knoledge of the process, resulting of matter alteration. It becomes possible to understand and explain when you apply the active theories of Quantum mechanics. Even the creation of matter can be explained with Einstein's second law THE INVERSE RELATIVITY LAW. (M=E/C*C)
