I make a bunch of pieces (like the head, hair fringe, back of the hair, eyes, etc) and make them bounce up and down individually and animate other things frame-by-frame. Like I could make her arms bounce for most of it, but I had to draw some smear frames for her drawing her guns and replacing them :3

I draw everything in said and then use photos hop cs6 to animate. But if you google it, there are some sites that you can make gifs with online :3 hope that helps!
