Still better then three Magnemites glued together
High Defence and Sp.Atk but sadly depends floating around it dose not have levitate as an ability and the cost one move space to use Manget Rise, but at least it can do the Lock On Zap Cannon combo

Best Electric type ever.
Sadly Lock-On/Zap Cannon combo would be useless if Garchomp pops up (it can get it off on slower targets, as long as they don't pack Earthquakes).

I've never understood why Magnemite and its evolutions can't have the Levitate ability: It's even in their Pokedex descriptions, for crying out loud!
For that matter, Vaporeon is the 'Bubble Jet Pokemon', yet it can't learn Bubblebeam in any Pokemon game outside of Generation I: the Gen I games had Bubblebeam as a TM, which you could use to teach a Vaporeon the Bubblebeam move. Unfortunately, even if you had a Gen I game and taught a Vaporeon the move, it's apparently impossible to trade Pokemon between Generations II and III.
What I would give to be able to have my Vaporeon know Bubblebeam...

Well good news for you, can you can transfer a Vaporeon you trained in the Red Blue and Yellow downloads on the 3DS to Sun and Moon

It seems this will only be possible once Sun and Moon are actually released, during this year's 2016 holiday season. So it's still a ways off.
