Nope, this one is Ramforce aka Randy Forrest, a member of Fireball V getting a little smack on, as were the two previous ones. Dle and Randy share teh same long hair trait and physically are similar, but psychologically they are worlds apart.
Randy is emotionally stunted, shy and has a complex about having to be right all the time.
Del is far more casual, extremely outgoing and is right far more often than Randy.
