Looks like the umbrella helped save his life again.Now that the situation is out of control, Tom's only going to want to stick around for a little bit before he has to give up. Otto's only gotta outrun him for a little while, though he's not in the best of physical shape.

There's a wall in the way from Otto's side, so tackling the gun would take too much maneuver on poor Otto's part. As for why he didn't try to tackle him? Well, I guess the flight response is more prominent in him than the fight response.
