Inside there must be a Dynamic Orbital Ring, which is basically a magnetic loop travelling at a little more than orbital speed. This loop is surrounded by a ring of magnetic hoops travelling much more slowly. Using a Dynamic Orbital Ring it is in theory possible to suspend the outer ring at orbital height but stationary with respect to the ground. A Noovelean tree simply takes this concept a little further, by supporting a vacuum-adapted tree on the outside of the ring.

The tree can create oxygen to support lifeforms inside its trunk and branches, and if necessary skim atmosphere from the planet by lowering tendrils. Other nutrients will need to be imported, from the planet below or perhaps from elsewhere in the system.
