I wanna say Frisk, because of Frisk' determination Chara is able to wake up from the dead.
Although Chara can also take over Frisk' determination when they sell their soul. So i honestly dont know XD

it is frisk you will say why? the reason is very simple in completing the neutral and genocidal pacifist routes, the longest is the pacifist since you have to give MERCY to all the monsters in the subsoil and what happens? Why? for the reason that the determination does not earn LOVE that means Level of violence of the player that you rise in level in the genocide but the determination is won in leading with your opponent NOT killing it more costs the MERCY than the FIGHT if you put a timer more slow down in the pacifist which the DETERMINATION means to go ahead with your objective not to finish them the DETERMINATION IS NEUTRAL
