It's Croco from Super Mario RPG Legend of the Seven Stars! Back when I made this I could never find fan art of any of the SMRPG original badguys. It's still not easy to find, but I bet there's someone else who drew them here... the odds of there not being one person is astronomical given how many people and artworks there are on DA.
Someone told me I needed to draw Booster after they saw this...I should do that someday, but I have so much unfinished artwork to finish first...and I'm still busy uploading my old favorites here before I continue to new stuff.Croco is property of Nintendo and Squaresoft.
