Nah, too big to be one, if that dragon were to have 6 limbs then that cloakedΒ primate would need to have 6 limbs too. Otherwise, this stunning art piece wouldn't be immersive. And get that D&D crap outta here, dragons are only exclusively hexapods in D&D, not in the actual lore, although there were some classic depictions that did have 6 limbs.
