how do you make that type of light in the last frame of this coloring process?

There are two elements to consider in your case - the background and the foreground.
The background in the center was given the 'dodge' treatment to enhance the brightness of the light source.
Secondly the foreground elements required some 'white out'. Create another layer on top of all the rest and set your brush to airbrush with a very low opacity. Slowly rub the edges with 'white' and work on it till you get a 'shine-to-fade' feel to the edges.
Alternatively you can apply the method I use taught by Jason Brubaker where you can colour the lines without having to effect other elements that surround it. See the original page description for more details on making use of this rather neat technique!
Hope that helps!

He is an OC of mine. You can check out his history through the GRAND HUNTER website.
This is a brand new revamp in terms of narrative and design.
Sonic Team artist Yuji Uekewa developed the 'Sonic adventure' style that became a strong influence in creating my own anthro-cartoon style.

Great way of showing how you made it! Say do you do the background first or do you do the characters first, in your experience?

Glad you asked! I always draw the characters first followed by the background. I'm not too sure if I can become more effective if I did it the other way around - people have their ways about creating a piece of artwork and it's great to see the many different methods utilised!
