Okay, so I wanted to do this for a while, and I finally ended up doing it. It started off good and then I kind of just got lazy at the end. It took me while, nevertheless. I put it under the digital art category merely because I drew it in Photoshop CS2, but you can use this for traditional drawings tool.
Some of the drawings I really don't like, but I'm not going to spend more time on it when it already took me a few hours to do. Also, if I add more information to the tutorial, it'll be WAY too long. Therefore, I hope it's helpful the way it is.

Just wanted to comment that this piece? Got me back into doing art stuff. Obviously, I've got 6 years rust and I was never too artistic to begin with, but this tutorial really helped me out in slowly getting into anime styled art.

I have only one problem and that is I cant make the wispy hair look good. and hands and feet or hair at all for that matter.

Maybe you can find another style of drawing hair that works better for you? And hands and feet are difficult to draw, so don't fret too much about it.

I tried to draw a human character, but I can't draw feet, so I just made them toeless lumps at the end of her legs XD
I can't draw hands, either, so I just hide them behind the characters back D:

I used to do that too! I learned how to draw hands from studying other artist's styles and from looking at photos or my own hands.

Also how do people draw the colors so perfectly? Is it a program or actual art tools?

I drew this in a computer program. So the colors are applied digitally and are therefore "perfect."
