Union Intelligence and Communications Department:
The Union Intelligence and Communications Department is one of the departments which is mostly behind the scenes however plays a crucial part in the day to day running of the Union of Worlds. Without them the Union grid and the monolithic information flow around the Union would cease to function or be maintained. And any media or entertainment would be unable to be broadcast. This department deals with the visual and audio channels available all over the Union and so mostly oversees the media hub sector which falls into a sub department. It also manages the Intelligence and counter intelligence divisions along with joint military control, overseeing the Unions vast intelligence network both external and internal.
Sub Departments:
Union Grid management: The Union Grid is a term which encompasses the truly monumental data network which can be accessed from anywhere in the Union. From peoples personal hand held devices to the massive warships of the Union Navy. Obviously there are multiple networks for civilian and military as well as untold mini networks on certain subjects etc. all of which can be accessed with certain privileges with the public network being open to all. The grid management department sees to the data flows, ensures there isn’t any down time in network areas, performs maintenance and also controls information flow if a potentially damaging program or piece of information is leaked onto the network, despite this potential form of control the Union is extremely open and there are known dark places on the grid where some of the darkest fantasies lay, those which are openly offensive or damaging are taken down otherwise they are just minorly monitored.
Union Media and Entertainment Dept.: The sub department which encompasses the entire media and entertainment sector. This department while a sub department is absolutely huge, any and all news stations, journalism, entertainment programs, films, games, books and more are all produced and looked over in this department. Usually working alongside many other departments this particular area attracts a lot of those who are creative and wish to get into the entertainment business, media in the Union isn’t censored unless it is really offensive or horrific in nature (extreme interspecies sex or particular illegal acts) otherwise the Union Is very open on its media and entertainment aspects.
Intelligence and Information Dept: The Union Intelligence and Information department deals with the sifting of data and information in the Union. If something appears fabricated or untrue it is removed from records or files, they are mostly there to keep the information flow in the realm of reality and crack down on fabricated claims or false intelligence which is fed into the network on a daily basis. They also are the main department to deal with censorship, a rare event that something has to be censored however it does happen when information is incorrectly released or offensive material is dumped into the system where authorities will then be alerted. But overall this department oversees the transfer and smooth running of the many information and intelligence networks.
Foreign Intelligence Divisions: Foreign Intelligence is key to the Unions ability to keep appraised of outside threats. Whether these agents are located in pirate or dissent groups or in other empires these informants are key to intelligence gathering and has strong ties to the military when undertaking missions. Intelligence spies or informants are highly trained and many agents are present especially inside of Capitol and some of the other empires the Union finds to be threatening. Reporting back and even carrying out convert ops or sabotage if needed.
Counter Intelligence ops: Working to keep the enemies of the Union second guessing counter intel division also closely linked to the military, operates by encrypting and protecting any information the Union has in its systems, stopping hackers, tracking down terrorist cells or cults and general internal actions which will prevent infiltration or sabotage to the internal systems.
Communications Dept: The communications department encompasses the Unions network of Quantum FTL com links and links of communication on planets too. They oversee any repairs and maintenance to this network which is needed and also manage the flow of communication to prevent any overloads or backups. They act like the Union Grid Management department but for communications only, they are seen as an integral department and anyone interested in communications or data transfer usually ends up spending at least some time in this area of the Union.

I doubt they would be spying on you, they typically come as travellers or space travelling people so it would be very hard to tell who is who if your nation takes alot of travellers or new people in

I just got a mental image of a Union member trying to pass himself/herself off as a large, winged, tree in Natura State Territory. I don't know if I can ever get used to anything from the Union not being in blue.
That being said, I can certainly see the Union tracking the Monarchs' movements in the Ancerious Galaxy. They're honestly not that hard to find. All one would need to do is find the weird, anomalous signatures their Territory emanates. Plus, the Monarchs being able to hide things in their Territory is kinda useless when you know where the Territory, not that the Monarchs have anything to hide, seeing as they'd want to explore the place and being more open with their activities is a good way to earn trust.

The sad part is a cardboard cut-out might even work. The Locking Glyphs have been known to simply blind Monarchs to noticing members of Foreign Factions in the Ancerious Galaxy even directly within their Territory. >__<
