I can just tell you that if Vilgax got All For One's power, he would be one of the most powerful villains of Ben 10. If this scenario were to go down, I imagine it being similar to how Vilgax gained Ultimos' powers with the help of Psyphon. We already know that Vilgax is the Thanos/Darkseid of Ben 10, so All For One's quirk(and the quirks that were stolen by said quirk) would be his slightly less powerful Infinity Gauntlet.

Without One For All, Vilgax has incredible abilities that include, but are limited to, immense supernatural strength, an insane amount of invulnerability, lightning fast reflexes, and the capability to survive large periods of time in the vacuum of space. His strength is enough to easily defeat Ultimos, Manny, and even Humungousaur with a single punch (the impact of which created a large crater in the ground). He could also smash apart entire mountains with his bare hands. His durability allows him to easily withstand Chromastone's lasers, Swampfire's fire blasts, and even Heatblast's most powerful heatwave with no visible damage. He was also able to make Diamondhead shatter his own fists when they hit him, safely pass through Earth's atmosphere, and recover within seconds from the Omnitrix's explosion. He once used his reflexes to take down a full speed XLR8, and he can also jump several times his own height. He has also shown great proficiency in hand-to-hand combat and swordsmanship, and he could fire laser beams from his palms. In the Reboot series, Vilgax could also change his arms into tentacles and fire lasers from his eyes, whether or not you want to count this as a power he has in the classic series is up to you though.

All For One's quirk allows him to steal the quirks of others through touch and wield those powers as their own with great proficiency. It also allows for the user to transfer the quirk onto someone else. All For One can be used to combine several Quirks in order to create devastating techniques, which would normally not be possible with the usage of only one Quirk. So far the only people who have wielded All For One are All For One, Nine, and Shigaraki(who I have not seen wielding it as I have not read the manga). I have a theory that due to this quirk allowing the user to steal and give away quirks, it could also share quirks with others, as in perhaps two All For One wielders could wield a certain quirk, such as say Search, with equal proficiency if one of them were to steal Search. By that logic, perhaps Nine's stolen quirks were transferred to All For One before being transferred to Shigaraki. This means that the quirks that All For One allows the user to wield include, but are probably not limited to, Search, Warping, Air Cannon, Springlike Limbs, Kinetic Booster, Strength Enhancer, Rivet Stab, Force Quirk Activation, Impact Recoil, Infrared, Air Walk, Hypertrophy, Rivet, Spearlike Bones, Life Force, Super Regeneration, Weather Manipulation, Air Wall, Scanning, Bullet Laser, Hydra, and Cell Activation.

All For One does have limitations however, as it cannot steal One For All and very likely the quirks that come with it. It was also stated on the MHA Wiki that over time, the large number of accumulated Quirks within All For One was becoming dangerous to the user himself. While it seemed that All For One could allow the user to safely control any number of Quirks, there is a limit to how much the user can control without it adversely affecting them, like the Nomu. However perhaps those last two weakness may only apply to lesser beings such as humans with or without quirks, so I'm sure that someone such as Vilgax could easily overcome the weaknesses of this quirk, except he still won't be able to steal Ona For All and its quirks.

Overall, I think that if Vilgax had All For One, he'd be nearly unstoppable. But hey, Alien X.
