Must been taken 1948 or later. That was the year when british railways were nationalised and when the A4 get new numbers begining with 60000.
Number 60007 (former 4498), an engine of the third batch, carries the name of its constructor, Sir Nigel Gresley. She still exist today and is owned by the A4 Locomotive Society. It is currently kept at the North Yorkshire Moors Railway, and has recently undergone an overhaul to mainline condition.

There are not so much informations on the back..

This looks like the Altoona shops of the Pennsylvana Railroad. They had the bigist rollers and it looks exactley like this shot, only thing is, why is a british engine doing in Pennsylvania!
