If you're using Photoshop Elements 5, I'd suggest making the frames in that and finding another program to animate them in.
It's what I'm doing.

Woot, Thank you! I needed help trying to make Rain and this helped.
The only problem was that im using Photoshop 6.0, so i had to use Unfreeze to make it into an Animation, but i put it on loop + 5 CS in between and its workin fine..Thank You Again!

if you read the tutorial carefully you would find out you don't need no rain brushes, you only use filters.
btw i am remaking this tutorial right now
