She's barely racist. If anything her cautions on bringing a bunch of unauthorized people on board the Normandy, a secret project between the Hierarchy & thr Systems Alliance is hardly racist as well.

Standing on the Citadel and telling she could not seperate the animals from the aliens is, if not racist its at least a very ignorant view she had. Shes a xenophob always mistrust aliens, simply because there were not humans.
If you try to romance both Liara and Ashley in ME1 they had a disput in which Ashley tells, Liara could never be a partner for Shepard since she was ONLY a Asari. If this is not racist, what is it then?
She made a big turn however in Mass Effect 3. She even apologized for the things she said in Mass Effect 1. So, yes, i would still think she was written as a racist in ME1 to give the player a right wing Pro Human Option in the dialogs. But with Cerberus as a main enemy in ME3 they relativize her harsh opinions.
