OH, and on the art of this comic, I'm afraid that I MUST point out that Rouge looks like she got her head pasted onto a man with wings. I'm dead serious.
Her muscular stature is very pronounced, which is very unfair considering sonic didn't get anything but a new color scheme and some stripes. No muscles. Zilch. Nada. Not to mention she, again, looks like a man. Adding boobs to the chest area is not enough. Her arms are way too buff for ANY woman to get that way, and though her legs have some promise, her waist has too many side triceps to be female. Her hips have become much more unpronounced, which is against all probability.
I have no other way to say it, Rouge is inaccurate. I heard that you used Marvel Comics as a reference, but I have to ask this: were you looking at a woman superhero? If not, then that's where this problem came from. If you need help, this might help you: [link] It's a guide on the differences between male and female body types, and the links can really help you draw a muscular woman the way it should look.
I'm sorry if I came on too strong, but I have to say that it was bugging the heck out of me, which is why I said in an earlier comment "Rouge is really irritating me right now." I wasn't meaning her dialogue or approach as a villain, I meant her body type constantly kept me from taking her seriously, even though she's supposed to be an intimidating villain.
I hope I helped you in any way. And before you lash out at me, I must say that I am a proud supporter of brutal honesty, and whether you take heed of my words and study up a bit or ignore this completely and remove it, then I have no say in the matter. Just know that I will comment again on her stature on the next page, whether it is better or not.

I made Rouge look like a man on purpose. In this super-form the goal is to make her disturbing, not attractive. I was looking at pictures of male Marvel characters, Spider-Man to be specific. And hey, there's nothing creepier than trans-gender furry semi-porn on steroids. Guyaaah, it gives me the jibblies just saying it.
I can't wait to read that article you linked to! I love that artist's work, and sadly I've only been able to glance at it before this. And Lord knows I'm groping in the dark when it comes to anatomy. I've taught myself almost everything I know about drawing humans. This is just what the doctor ordered.
In regards to the question of "why'd she get muscles in the first place?" I have no good answer. I need to practice them, and I don't like drawing male Sonic characters with pronounced muscles. They scare me. As a result, all the girls have weird bodies... Just give me some time, and I'll get better at it, I'm sure.
You have no idea how great it is to get some proper feedback for once. Anytime you feel you have something to say, positive or otherwise, please feel free to say it. I promise not to belittle your feelings or dismiss your points.

Glad to know you're not a fan of making Sonic characters all sturdy.
Compared with American drawing style (e.g. Marvel), Japanese style (e.g. Sega) does not design hero characters with pronounced muscles, with or without power boosting transformations.
Sonic is a speed based character so he cannot have a bunch of muscles on his arms and legs.
In this comic, Rouge clearly plays the role of a villain so her new body format I consider acceptable.
You don't see a female character going through a transformation of this kind, so it's interesting to see what kind of impact it will have on the readers.
