So I'm wondering, this can't be Moebius, because Scourge was imprisoned here apparently. And stuff called Anarchy, which super pwoers Scourge. Unless this is Moebius after something horrible happened I don't think it's his world. But more importantly, how'd he become the thing he is now? Was it the constant exposure to this world or some other thing that happened to him?

Scourge was trapped in a Special Stage (specifically, the Sonic 1 version), and super warp rings can open portals to pretty much anywhere. This is indeed Moebius, it's just a part of the planet that we haven't seen much of before... it's definitely the worse for wear. As for why Scourge is how he is... that'll be covered in Issue 15!
