It's more of a figure of speech, him being faster. In the canon, he's not (I think they're technically even, though Sonic has more hutzpah). She's referring to the fact that Sonic never really beat Metal Sonic once and for all. Or at least this version of Metal Sonic.

The GOTF-verse mostly follows the canon of the games, so this Metal Sonic is the same as the one seen in games like Sonic Rivals-- Eggman's most recent build of the robot. He's been destroyed a few times in the past, but Eggy always rebuilds-- probably installing the memories of the old model into the new one, so it can learn from it's predecessor's mistakes.

wait, if Sonic's consciousness becomes the new A.I. for Metal Sonic, isn't that the same thing as Sonic getting a new, robotic body? then he'd be physically tangible again......which is what he wants, isn't it?

The GOTF-verse is not the Prime universe of the Archie comics-- it's a universe that's based off the games, primarily. But it does include characters from other parts of the canon from time to time, as I can fit them in. So this is an entirely different Nicole, with a backstory that meshes with the game canon. If you're wondering how, you'll just have to wait and see...

Well, Sonic is ghost, but he isn't "clean" soul. His mind create "ghost" body, made with chaos energy, and this energy Nicol can control.
