The police already know. Vincent turned himself in after doing it, and was sent to the mental asylum for 4 years before being deemed safe to return to the public. It's all in his info in some of the other deviations of him.

No. He will not. It wouldn't make any sense. He sees the children every day since killing them, so why would he be scared of them? The problem he has with them is the utter lack of communication. He desperately wants to talk with them and put them to rest.
