Frigates like the Type 11 were the mainstays of many colonial navies in the pre-FTL era. Their lightweight hulls were capable of high acceleration and sharp maneuvering, as well as being relatively cheap to produce. Although such frigates could not compete with the sheer firepower offered by larger ships such as lightjammers, they were well-suited to chasing down smaller pirate vessels.
Ships of this size typically had crews of 10 or less, and few guns - but with no shields and limited armour, even this relatively light armament was capable of crippling any target.
The Type 11 was equipped with four 90mm gauss guns, two 500kW infrared lasers, and four 12-tube sets of AIM-330S Pike anti-ship missiles (or any contemporary missile of a similar size). Its combination fusion/Alcubierre drive was able to sustain 0.75c.

It's a field generator for the Alcubierre drive. The drive works by generating a field around the ship that reduces its effective mass, allowing the conventional fusion drive to accelerate to near-c speeds in a timeframe measured in less than a decade. This type of drive was the main system used before the invention of the FTL jump drive, and a modified version of the concept is still used in modern ships for their sublight engines.
(In real life, the Alcubierre drive is a theoretical system, but it's the closest we've got so far to relativistic travel, or at least the closest we've got to a realistic proposal.)

Think it should be near the ship size to make warp bubble work properly but ok, i like the idea %)
First thought was thats a shield or spinning artificial gravity section coz whole ship looks kinda low-tech.

It is relatively low-tech, which is why it doesn't have shields.
The ship is too small for a spin-gravity section to be worth it (observe the EVA suit for scale reference) - effective gravity is provided by acceleration.
