Yes, I guess it's probably the female body from waist down. The bends on her shirt look like she's sitting a little inside the tire, while waist down she looks like she's standing up.
The rope hanging the tire up could be done up a little: possibly a rope that is woven something like um..

Ciarra-chan draws sitting characters so well, but it looks like the girl is standing (maybe she's going to fall off). The girl also looks much smaller then the guy. Still, it's a really pretty picture. I want to push a girl on a tire swing! Maybe I could have a girl push me on a tire swing XD
