Basically, it's for people who are in kind of a grey area between the others.
"Impure" = "Halfway between Neutral and Evil".
"Moral" = "Halfway between Good and Neutral".
"Social" = "Halfway between Lawful and Neutral".
"Rebel" = "Halfway between Neutral and Chaotic".

Basically, they're "Mostly Evil/Good/Lawful/Chaotic but with just enough traits from the opposite alignment to stop them from being fully Evil/Good/Lawful/Chaotic".

I am liking combining this with Zeal's Expanded Alignments.Β
Morals: Exalted, Good, Moral, Neutral, Impure, Evil, Vile
Law: Axiomatic, Lawful, Social, Neutral, Rebel, Chaotic, Anarchic
95% of people are likely on this chart above, with only supernatural things, some heros (who tend to live more on the extreme than others), and a few others being in the extremes.
In this system I would say the Detect spells would start at the second to most extreme and be stronger for the extreme. So Detect Evil will not tell you anything about Impure.
It also allows me to be more comfortable having alignment restrictions on classes, mostly on the extremes. Since most people are not on the extremes, they don't even need to consider their alignment when choosing classes.
Examples: Paladin, perhaps the most restrictive class, must be at least Good and not Chaotic or Anarchic, but an Exalted Rebel Paladin would be cool to play. Paladins still can't knowingly associate with Evil (or Vile) or Anarchic, and Impure & Chaotic are frowned upon. Clerics can't be more than one step away from their deity on either axis, so pick one close to you. Wizards can't be Anarchic or Chaotic (without taking a casting chance penalty) because they rely upon the base laws of magic, but they can still follow the laws of magic and be a Rebel to the world. Barbarians can't be Axiomatic or Lawful, but Social Barbarians are fine. Druids cannot be within 2 of any extreme, so all nine of the middle alignments are open to them. Bards are like druids, but also allowed Lawful and Chaotic. Sorcerers can't be Axiomatic due to the wild nature of their power. Oracles would have limits based on their Mystery, each Mystery typically only blocking off Axiomatic and one or two of the other extreme alignments, some with more blocks might open up Axiomatic (such as the Law Mystery not allowing even Rebel).
And the supernatural creatures gain a little more variety too. Devils are all Lawful & Evil as a minimum, but some are vile and some are Axiomatic. Eladrin (the Angels, not the Elves, #%*& you 4e) are all Chaotic & Good minimum, but might also be Exalted and/or Anarchic. Obviously, the higher ranking ones are likely both extremes.
This also might open up more viable space for DMs who don't want to allow Evil (and Vile) players while still letting their players play impure scoundrels.

Basically, they're not quite far enough to be lawful, chaotic, good, or evil. Β They certainly lean in those directions, but are more willing to do things contradictory to those alignments than someone who is, say, Lawful Good or Chaotic Evil would be.

Lawful is an okay word to use for in these terms, but perfer the word "Order" over it yet they are the same.
