Came out pretty nice!
But if I may add some critique: Her neck needs to be a little bit thicker (to the left) if you are drawing it without the (extra) hair and pullover, because in the reference they are covering up a part of the neck.
Also: The cogwheel tattoo needs a little beding since the neck is basically a cylinder. As of now it looks like you have added a 2D sticker on top and it sort of takes away the depth and form of the neck. ( I dunno what software you are using but if its Photoshop you can use a little trick: you can basically draw the tattoo on a new layer just like you did and then use the transform tool (CTRL+T) , right click the selection and choose "Warp". From there on you can bend the selection into space). Other than that I think you did a good job

you are right, just looking at it now the neck does need to be more to the left, and the tattoo is off, i cant remember what transform i was using i think it was distort but i couldnt get it to curve properly without destroying the tattoo, i shall try warp next time : D, thanks for the critique
