Hum! You wanted a critique and this is the first thing I could find.
Overall, this is stunning. Love the color, the shading, everything (especially the tail <3).
The only thing I can reasonably find fault for is that I noticed the lack of balance in the head and tail (small head, big tail). This might heavily weigh this one down in the back... Bigger or heavier horns would help that a lot (or you could just say the tail is hollow or the horns are like DENSE AS HELL).
I had more but I looked at it and I was like "...this is wrong LOL."
So, again, art-wise, EPIC.
Design-wise, tweak it and you should get something believable. X3

this is an awesome design. i love the big, stiff-looking webbing and the unique tail. scales look awesome and i'm a sucker for glowy eyes <3 only thing i have a problem with is the legs on the other side; they seem a little too blurred, i almost thought they were missing at first glance. otherwise looks great. c:
