In the illustrated cartoon design [and possibly concept art for costumes], Henry's arms are arranged on the sides in an up-to-down way, and they're all capable of work. But in the costumes themselves, only the upper arms on the sides are capable of work, while all the arms are arranged in a circle, with two extra arms in the front, and two extra arms in the back.

I have no idea how the illustrated design would be possible if it were to be designed into a costume.
