C4D is short for Cinema 4D, which is a program used to render 3D graphics.
When it comes to making sigs and tags, a when someone says a C4D, they mean renders from the program.
Effect C4Ds are the ones used in this tutorial, and an example would be [link]

Ohhhh....Hmmm I think I'm going to have to work really hard to be able to work those one day. So do you import them as layers or something? get rid of the background....hmmmm I had no idea you could do that with photoshop, thats really exciting

What I do is just open them in photoshop, and drag that layer that you just opened on top of your other window that contains your tag. Then resize. You don't have to do anything for the black background; the blending mode should take care of that
