I think it gets the point across well for its simplicity though there area few things I think could be tweaked slightly. For one the amount of rain in the background seems to be too much for the simplicity you're aiming for. Since this seems to be a 4-10 frame animation perhaps lowering the rain count would be beneficial. As right now it kind of conflicts with itself with the slow nature of the drops from his chin. I think just a little less rain could liven it up and make it seem more realistic to the eye as the downpour is quite fierce.

Cool stuff, and nice lighting. At first I was going to suggest to make the lines for the rain thicker and longer to make them look more dynamic but since it's animated that point is moot
What I'd suggest here is more variation in line thickness(line weight). Maybe it's just a personal preference, but IMO differeing line weight in art can make it alot more lively looking.
