According to the Summonurs everything is created and controlled by 8 infinitely powerful and immortal elemental rulers. Direct doorways to the elemental realms can be opened allowing creatures and raw elements to be plucked out and used as one sees fit. It's not magic they insist, but more akin to borrowing from your neighbors, your infinitely powerful and dangerous neighbors."
