It's funny. The only things they actually can't hit are characters important to the plot. They can fuck up random Rebels just fine, though, as evidenced in the opening scene of Episode IV and the Battle of Hoth. Ad a matter of fact, the books portray them as well trained and equipped. Its usually the officers (being the retarded glory hounds they are) who usually fuck things up for them.
