Translation:
Better to use with Line
1. fill. do the color
2. on a new layer, fill with shadow and change to MULTIPLY
3. with a large eraser with different opacity set up the sections
4. gradually decrease the size of the eraser

Better to use without line, however, i've done it with line as well C:
1. fill the layer. It should be DARKER than your color.
2. on a new layer, make large sections a little lighter
3. on a new layer make thinner sections, even lighter
4. on a new layer, even lighter and thinner. Drawing individual hairs
5. On a new layer, the main color. The thinnest individual hairs.
