I noticed the E in OBEY is a sigma. Is that intentional?Β

The original intent was a sideways W.Β I later realized only later that a Sigma symbol looks like a sideways W.Β I wonder if Inafune chose that intentionally to get a sense of villain continuity from Wily to Sigma.

Yup. It's more inspired by the Soviet style of printing the letter E, though not exactly the same, as it's also modified to look like a W turned on its side. And Metools are just too cute to look sinister. Even the evil fascist Protomen Metools are cute in their own way.
