There's regular jpeg compression artifacts there from the lines I drew in mspaint, I colored it in photoshop this time though. The wacky looking texture is from saving it as a png-8 and lowering the color to 64 and then placing it over the original pic, sharpening it, and lowering the opacity of the layer to around 20%.

If you're talking about the border, I took it from an older pic of mine [link] It's all drawn, it just takes different techniques to know how something is going to look after it's compressed.

Actually, it was 128 colors I think, around there - just mess around with it. Also, you can get those crispy looking lines, like the ones I did in pink on the border, simply by changing the layer to dissolve; I also put a layer-effect drop shadow to get more contrast out of 'em.
