Brief personality description:
Brogan lives a double life – While being the adopted daughter of J. Gander Hooter, head-Chief for S.H.U.S.H, Brogan suffers from an extreme case of Antisocial Personality Disorder (a psychopath), which she manages to keep hidden for the most of her life. She is highly intelligent, which is why she has managed to keep the illusion of living a ‘normal’ life, (working as a high-positioned agent for S.H.U.S.H.), whilst being able to outlive her dangerous and homicidal tendencies with her being an occasional murderer(double-agent for F.O.W.L).
She has claimed a number of lives, and at the age of 8 she was also responsible for the fire that in the end killed her biological parents (Eli Woodward, her father, worked for the Australian department of S.H.U.S.H, which is how they came in contact with Hooter to begin with, whom, like everybody else, is completely unaware of her psychosis). She lacks a sense of guilt or remorse for any harm she may cause others, has no empathy towards other people and does not distinguish between right or wrong.
Although she differs from normal psychopath by being in complete control of her emotions – a trait she has nursed from the age of 16 – and appears stable, stable enough to carry each and every plan out to perfection.
She is superficially charming, being a pretty and intelligent woman she manages to woe most people into believing her lies; the only creatures that seems unaffected by her charms are animals and children – they always show a very strong dislike towards her.

Ooo, it sounds like you know your stuff! And it's awesome that someone else calls J. Gander "John"! I love that you've given her antisocial personality disorder. I'm a therapist, so this is especially interesting to me in a character. I can't wait to see/read more about her!

I figured, Gander is after all based on John Edgar Hoover, and he does look like a John - it's a keeper.

Very interesting character concept - poor Hooter. I really like her in the lower picture, in her snazzy SHUSH suit. I looked at her before reading her background and thought, 'well, she sure looks like she's up to something.' So great job at conveying that
