Hola. That filter does not produce vector art, but rather makes something remotely similar.
Please consult either the *vbu or my vector tutorial [link] to check out how to actually create a vector.

Your tutorial is very indepth. And i know that my work isn't a true vector, I can see how it might offend a true vector artist, sorry. However, if you didn't know that i used a photoshop filter to create this piece would you be able to tell that its not a true vector?
Because the results are very similar. I really like vector art and i just wanted to imitate that style, i don't want to create a stir.
