This is Oakley from Pokemon Heroes, only with some new attire for if she ever returned. Her new gear is what I plan for her to have in a Pokemon fanfic I want to make: Pokemon Super Heroes: Return to Alto Mare. Her gloves and shoes have been altered, she has some spiffy shades that shoot lasers, scan anything and hack into devices (not to mention the x-ray vision), a headset for communicating with her new allies (and Annie), and a snazzy jacket to boot.

Here's some backstory of Pokemon Super Heroes:

While Ash is in the middle of his adventures to conquer the Battle Frontier, Annie and Oakley have escaped from the Hearts of the Dark Asylum (where the baddest of bad guys are imprisoned) with the help of some new allies that are actually a couple of strange ruffians (one a charming man with androids following him and the other a familiar figure that people would probably know but really shouldn't). After getting past the Asylum's top-notch security, Annie, Oakley and the ruffians run off to a subterranean base in the Hoenn region, where they would be planning and building up a master plan for a long, long time to come. The newly formed quartet of super villains would be in hiding from the Asylum's guards and every Officer Jenny from every part of Johto and Kanto. As soon as Ash returned home after his failure at the Sinnoh League, the foul foursome was ready to come out of hiding and put their completed plans into action.
