Don’t really get why, when even normal Hal fought this Hal before—time travel shenanigans— to a standstill. And Hal has already (barely) beaten a Sinsetro wielding Parallax with an added amp from the Fear Engine. And he was stated to be superior to Hal as Parallax. And even in Post-Flashpoint normal Hal held his own against this iteration of Hal and activated some sort of super form. And normal Hal has other shit as well.
In short; It should be believable either way (under their rules of course).
