This is a large program but easy to use. If you don't want to upload to Picasa web album, look for the "Export" icon on the bottom line - looks like a folder for some reason - this lets you save the adjusted picture to your hard drive.

I can't see anything about minimum age for an account, but if in doubt get mum or dad to sign up
I have a Picasa web album where I keep more art and family photos.
