They usually give it for excellent grades on uniform inspection, good character in the class room, and other outstanding things. I got my first Proficiency after scoring a series of 100s on inspection (I hardly had anything on my uniform to go wrong since I was a LET-1 and I went OCD on it)

I think I got mine for having a 100 in the class. But I'm not sure.
