Yes~I use wacom...
But there are also other ways of drawing without wacom.
First, you can draw the draft or the final outline on paper, and then scan it into computer;
second way, you can use "pen"tool in photoshop, which can draw the vectors. however, this way is too much complex...I find a tutorial about using "pen" on youtube:[link]
