You can get the full suit at Fort Constantine, its in a bunker there, you need the 3 keys from the "You gotta shoot 'em in the head" quest which you get from a ghoul (Mr. Crowly) in Underworld.

is the ghoul quest the one where you have to do head shots? BTW how do you get screen shots like that from the game?

Yes the headshots quest is the one, after getting all the keys, you can headshot him for a fine slice of irony, or just pickpocket him for all the keys.
As for the screen shots, I used console commands to turn off the HUD, and then to enable the free-fly camera (PC version of the game).

T-51b can be obtained at an old military base but you'll need to get a quest for a ghoul in the big ghoul city downtown (history museum) to get some keys to open the door in the military base.

I'm easily distracted so I always ran all over the place, when I saw something in the distance, I would go over and investigate it, so I finished the game at level 20 (top I think) as I had explored so much
