Wind.. not really. It need to be a strong wind to move a shallow puddle on the pavement.
It's urban surrounding. Usually there isn't ant wind in that hight (pavement)

Wow great idea! I realized it after 10 seconds that it's upside down I thought it's impossibe to see the surface as if you were under the puddle's level or you were the puddle yourself, so it can't be. Although it seems that way for me a little
