In order to understand the Phoenix state thing you need to the legend of the Phoenix.

In their Kingdom their is a legend about the Phoenix spirit who grants some chosen Kings to wield its power, Roiyuu's dad King Korudo was unable too unlock the power, and so were the past 6 kings. But Roiyuu was the first one in centuries to unlock it. With the Phoenix State the user power increases to almost the amount of a super saiyan, but has some cool perks, like regeneration, if his arm were to get cut of it will turn to ash, and will be replaced almost instantly in a powerful fire (much like how a phoenix never dies, it just turns to ash and comes back in flames) , and another perk is his body becomes super hot, to where anything that he doesn't want to touch him melts in a instant, and surprisingly can be overlapped with his super saiyan forms for some added power. Making him a tough foe to beat

Backstory:

Roiyuu's saiyan parents were traitors to the Saiyan empire for not believing in the Saiyan ways of destroying entire races just to sell planets. So they were executed by King Vegeta himself, but before they were apprehended them they sent, their newborn baby to a planet that the Saiyans and Frieza would never find him. He was sent to the harsh Planet Arthlot where the King (King Korudo) of a small Kingdom called Honiko he landed in found him , his newborn son had just died in childbirth but Roiyuu looked remarkably like his own son, so he took him in as his own. Due to Roiyuu's saiyan blood he was a exceptional warrior, he lead his fathers military to victory in every battle he won every battle he was apart of, until their Kingdom ruled the whole planet, under their rule the harsh planet became prosperous, and Roiyuu was thought as a hero to everyone on the planet . On one of King Korudo's last days he told Roiyuu about how he found him that day, and told him that they found a planet which as people on it with the same tyoe of genetics called Earth, so when the King finally passed, he left the Kingdom in temporary control of his most trusted friend until he got back from is voyage to Earth. The first saiyan he meets is Vegeta with a tracking device he had Arthlot scientist make , Vegeta sensed great power within him, so he challenged him to a battle, Vegeta easily over powered him, but then he unleashed the Super Saiyan form, which he had no idea what it was, but he used to get a few good hits in, but Vegeta still prevailed. After the battle Vegeta told him all about the Saiyans, and he invited all the Saiyans to his planet on 1 condition that no one reveals that he is not a true Honikon, and they all had a good time, they even witnessed Roiyuu's coronation.
