on which, the legs or the background?
cause on the legs, you obviously have the horse all cut out, blah blah. then duplicate the base horse layer (unless you've painted markings on the legs and such... if so, then duplicate all of the layers involved with the legs + the base and merge them together) then you go to the motion blur, and find the angle that looks most realistic. once you have the right angle, lower the opacity of the blurred layer so that you still have the original shape and details showing from the base, but you preserve the motion effect as well... if that makes sense.
oh and don't forget to take a big, soft-edged eraser and erase the blurriness over the main body! just leave the blur on the legs, otherwise it kind of defeats the purpose...
as for the background i just do the same thing (duplicate the base layer, find the correct angle for the movement of the object, set it to a blur that looks to be about the 'speed' of your moving object and then lower the opacity to show the details beneath.) (:
