It's a bad quality for a Captain, for a starship it's just a name.
If you name a ship after a city, say U.S.S. Yorktown, it doesn't mean the ship will be immobile like the city.
A good quality to have in a warship is to be a mean bastard, but U.S.S. Mean Bastard doesn't sound very good for a name.
