Here's his description:
Man, this thing came out all crazy and whatnot!
The blue Ultraman is the warrior known as "Agul," the counter-Ultra to Ultraman Gaia. Agul is a moody warrior who sees humanity as becoming a blight on the face of the planet.
Hedorah is a horrible creature who landed on our planet encased in a meteor, and if it were not for the horribly polluted Tokyo Bay, not to mention the rest of the planet, the Smog Monster would never have become one of the most powerful kaiju on Earth (in the 70's anyway).
