Destoroyah is one of effect from The Oxygen Destroyer in Godzilla 2 when the military use that weapon to kill Godzilla and Ghidorah but fail.

Well, That's four movies, If the Monsterverse continues, Like at all, We should wait until a future Monsterverse film, And besides, Legendary does not have the rights to Destoroyah, So why would they bother putting him in GVK?

As for rights, Legendary doesn’t have the rights as far as we know. I honestly think a more likely candidate would be Mechagodzilla, sense they at least at some point had the rights to him for Ready Player One.
