First, they used the fear and panic of the losing war against the empire to convince the population to give the military more authority and control. To give out emergency powers.

Then, they got rid of the old guard. The older leadership, used to doing things like the first war. There needed to be a complete change of tactic. And to do so meant bring in the new, the loyal, and the fanatic.

Lastly they abolished the civilian government. All in the name of the preservation and protection of the Federation.

And the population cheered it on. Because they had become the protectors of the Federation. They had become their salvation.

With the losing war pushing down on the Terrans, and the main focus of the Imperial armada being the Terran Heartland, the pressure became immense and the people panicked. It was then when the cabal began pushing their plot. It was a short propaganda campaign. Everyone was all too eager to ensure the military remained unimpeded in its defense of the homeland. And with emergency powers given, the next next phase began.

ANy of the old generals and leadership still trying to fight in what was in their opinion an 'archaic' way of fighting, were pressured to retire. Those that refused were sent away to the more dangerous fronts to die, or were quietly removed. Heart attacks can quickly be swept under the rug as natural. They would ensure it all seemed natural. Investigations were quietly stopped and everything was made to look legitimate.

Then, they brought in their replacements. Thousands of younger leaders. Fanatical loyalists, intelligent minds, and followers of a new believe of fighting this war.

Once everyone was in position, then they enacted their final phase. The civilian government was dissolved completely. The Terran Federation morphed into an Empire under everyone's nose and one man would lead it. And he had fooled everyone into thinking it was for the greater good.
