In my opinion, I always thought that 21's majin form acted also as her very own super saiyan form (powered up transformation, different eye and hair color, she's part saiyan and human with the other dna added to her). This ss4 form looks really cool! I like this idea and how she's obtained this.
Dear lord now I'm interested to see what her oozaru form would look like...
