Phew...man, the day I've had today...I don't even want to talk about it or remember it ever again. Just know that my author's notes will be short today.
Anyway, I told you I had a lot of these things buzzing around in my skull! You thought it was over, it has only begun motherfuckers!
Not much else to say. I'm tired, and as usual I'll let the lengthy character descriptions do the talking for me (even if no one reads them ). If there are any mistakes, I'll fix them later.

The Council
This system has not one leader but five. Headed by Delete, the Council is a team consisting of the five most powerful controls in the system (there is someone stronger than all of them, but they rarely get directly involved). No matter how many deaths they endure, the emblem of the council will always be somewhere on their body. If they have to be deleted, the control that replaces them we will have the emblem on their body as well. Each council member has another control who serves as their bodyguard and assistant.
Delete
Delete is the leader of the Council, and therefore the leader of the system. She is the most powerful control in the system and she knows. She has the final say in whatever decisions the Council makes, is the often the busiest, and anyone that defies her word (or the word of her fellow council members) risk severe punishment or worse. In spite of this policy, she is shown to have great deal of wisdom and patience for those who show her respect but do not test her. In this system, she is life and death and she expects to be revered and feared as such...or at least, she used to.
During the Revolt, Delete was captured and imprisoned (It is still unknown how the rebels managed to hold her, as she claims to remember nothing from her time as a prisoner), allowing the rebels to fight and destroy without fear of deletion and the bugs from the resulting battles to run amuck without anyway to remove them. The result was the Revolt and suffering of the system to continue on for far longer than it should’ve. Eventually, Delete was rescued by Cut and Copy, and she stopped the Revolt in its tracks by deleting the bugs that the rebels had been forcing to fight for them, and saving the Loadings that they’d been holding hostage. After the leader of the Revolt (as well as the virus that helped them) was defeated and deleted, Delete then set forth to find and delete any of the remaining traitors, ignoring pleas from their friends to give them another chance.
With the Revolt finally over, so much damage had been done and so many controls had been deleted, that Anti-Virus was forced to put the system in quarantine (nothing gets in or out) until they were stable again. When all of the deleted controls had been replaced and enough of the damage had been repaired, the system reopened. Once the quarantine was over, Delete fell into what can only be described as a horrible depression. She went into hiding soon after, and has not been seen or heard from since. The only one knows where she’s is Cut, but she has been sworn to secrecy.
Cut now spends most of her time going back and forth between Delete and rest of the Council, often speaking on her behalf. The rest of the Council has tried to get her to tell. Cut simply says that her mistress doesn't want to be found; telling them that she'll pass along any information they give her to Delete, bring them anything they need from her, and reminds them that if anyone steps out of line she will find out about it. Even in self-imposed exile Delete is still the Council’s leader, and don't you forget it.
Her assistant is Cut.
She creates bands that are known as “force stops.” She can attach them to anything or anyone she deems unnecessary, damaging, or disruptive to the system. Once attached, the force stop will prevent the target from respawning (if they are capable of doing so). Delete then finishes them off with her axe, destroying them for good and removing them from the system. She will normally get the approval of her fellow council members before deleting a control, but it is not required.
Ctrl
Think of that one politician you know of, who is always up to something shady and nobody really likes them, but he keeps getting reelected anyway. That's Ctrl in a nutshell. Rude to anyone who isn't the Council, looking down on everyone else, smug and overconfident in his ability to overpower others, and always complaining about something. If it weren't for the emblem on his chest, you would never guess that was one of the systems leaders. He is the least popular member of the Council, and often the least busy, leading to him getting bored very easily. He’s been like this since the day he arrived in the system, and nothing seems to change that.
Even the Revolt did little to fix his horrible attitude, though Tab and Alt are monitoring his actions much more closely, and more is being done to keep him in line.
Pause seems to believe that Crtl had something to do with the former Play’s sudden mental decline and eventual betrayal. It may not true, but if it is, Pause is going to have a hell of time proving that a member of the Council was responsible for the Revolt.
His assistant used to be Info, who went AWOL shortly before the end of the Revolt, despite not being one of the rebels. He won't respond to any of Ctrl’s calls, and Tab claims she can't find him (she makes no attempt to hide the fact that she’s lying). For now, he is without an assistant.
Ctrl is capable of temporarily borrowing the abilities of nearby controls, though it only works with commands. Alternatively, he can take over the minds anyone he sees fit, using their body, powers, and identity to meet his ends. When he possesses someone, their pupils (if they have any) will turn the same color as his. He will be in a meditative state while possessing someone, and if the possessed control is injured or kill, he will lose control of them and they'll snap out of it. Most possessed have only a vague memory of what happened during that time. Because it has been found that the experience can be traumatizing if they do not grant him their full permission, Crtl now needs the approval of at least one other council member before possessing someone. He is essentially the commands’ manager, for no matter what their job is or who they work with, all commands answer to and are monitored by him. It is up to him to ensure that the commands get their jobs done. He also helps Alt with his job from time to time.
Alt
He is the living embodiment of a ticking time bomb, and also one of the controls responsible for keeping the system together.
Alt has a very interest personality, in that it changes depending on how many eyes he has open. Before you even ask, no; no one knows why it happens (may have something to do with his moldable body), it just and it can be a huge when there's work to be done.
He seems the most stable with only one eye open, so Edit has made eyepatches to keep the other three closed. Unfortunately, he really hates wearing them, saying that he feels like they numb his mind and make it hard to focus, but one look at his actions without the eyepatches would make you think otherwise. The list of weird things he’s been caught doing without the patches include: spending several hours arguing with a plant, only realizing it was a plant when someone finally had the guts to tell him, calling up various controls he doesn't like (like Edit) to throw weird insults them, playing with errors, throwing things at the wall when he gets frustrated, accidentally stabbing himself and not noticing for several hours, suddenly bursting into song, and the list goes.
Needless to say, it is everyone’s best interests if he remains stable. With the system still being so badly damaged, it needs him more than ever. Too bad all the crap (and other controls’ bodies) he went through during and after the Revolt has made even more resistance to the rest of the Council’s attempts to keep him mentally stable. It's like he would rather his mind be anywhere else but in the present.
His assistant is Reset. (Keep Settings design though) They're the only one who knows how to handle him with all four eyes open.
Alt transforms the shapes floating around him into whatever tools or weapons he needs to complete a task. He can also change his body to fit the situation. He is essentially the “city planner” of the system, making alterations to existing objects, removing circuitries to make space for new structures, and overseeing the construction and design of a new structure. He’s also shown to be a very good public speaker when his other three eyes are covered. Sometimes on slow days he and any free council members will play a game to see if there's anything that he can't transform into.
Tab
The sheriff of the system and the strong arm of the law. Glitches dare not challenge her, and any virus that manages to slip past Anti-Virus will find themselves staring down the barrel of her hand cannons. She is the best and strongest fighter in the system, having only ever been beaten twice (by Delete after a huge disagreement between the two, and by the former Play, but he only won because he cheated). She is the strong arm of the system law, the undefeatable General of the Council who is proud of her power and not afraid to show it, and outside of work… an enormous, freaking softie. In fact out of the entire Council, when it comes to her life outside of work, she's actually the most popular, friendliness, and outgoing of the five, often spending her free nights dancing at clubs, drinking with friends, and telling stories of the most intense battles she's ever been a part of (her favorite is the legendary battle between her and Delete). Also despite being well-known as an Unstoppable War Machine, if she is attacked or challenged by another control, she'll just dodge all of their attacks until they get tired, so long that she believes they are not actually trying to kill her...this was her policy before the Revolt.
Now her fun-loving, laid-back persona has been replaced with one that is far more strict, deadly, and dangerous to any mischievous Pranksters running around the system. Despite being up and running again for the first time in a couple of years, the system is still very broken and has a lot of healing to do, and she is very aware of this. Nowadays, it is extremely rare to see Tab doing anything but teleporting around the system, chasing after troublemakers and keeping a close eye on repeat offenders (*cough, cough* Rookie Squad). She has become a workaholic and doesn't seem the least bit happy about it, but she feels it is necessary to ensure but the damage done by the revolt doesn't happen again. At least she still makes time to train with her new partner.
Her assistant is Eject.
As stated above she can teleport to anywhere and to anyone in the system, without the use of warps, keeping an eye on everyone and ensuring they stay out of trouble. Literally keeps tabs on everyone and is responsible for the various warps all over the system. She's also responsible for ensuring that things are where they need to be. She's capable of moving and removing any object, control, data, loading, etc., that either make themselves an obstruction, or are in restricted areas. She seems to be capable of finding anyone. Controls involved in the security of the system (like Anti-Virus and Record) answer to her. She is the only one of the Council that Play has seen in person.
Shift
The most mysterious member of The Council, Shift is the “youngest” of the five, and also the most intellectual. However, if you spend any amount of time in her presence, you'll quickly learn that her intelligence does not make for her worldly or wise. She seem to radiate an equal mix of peaceful calm and unshakable judgment of everything around her. Once she has it in her head that someone is a certain way, you will be hard pressed to convince her otherwise. She has an extremely cold personality, and seems to care little for those around her, even if they are willing to throw away their lives for her sake. The only time she ever seems happy is when she is attending to the field of glowing flowers that are scattered throughout the system.
During the Revolt, while the rest of the Council were fighting hard to get their leader back, Shift spent most of the time hiding away from her two assistants (the former Sticky Keys and Caps Lock) who joined the Revolt after growing tired of her constant belittling and disregard for their lives.
When the Revolt ended, Shift gained a reputation as a heartless coward, but she claims that as long her authority is respected the system can call her whatever it pleases. She is rarely seen leaving the Council’s base of operations, but is rumored that she is trying to treat her new assistants better.
The legal judge of the system, as well as the one who does the majority of the boring and complex “paperwork” that comes to the Council (oddly enough, she actually enjoys doing it) Along with her exceptional intelligence, Shift’s abilities are the power to levitate objects (as well as herself), and the ability to detect when someone in not telling her the truth (handy skill to have as a legal judge. She never fights for herself, but can increase the size and strength of anyone she touches tenfold, though it does fade away after a while, and can leave the control exhausted. This power is also effective at bringing decimated areas back to life.
Her assistants are Caps Lock and Sticky Keys.
Power
If the Council are mortals with the powers of god, then Power is the literal god of the system.
Insanely powerful and tough, the very existences of the system depends on theirs. They speak mostly in the third person, and are responsible for the power surges that keep the system healthy. They are the most powerful control the system, even stronger than the entire Council combined, extremely wise, and mostly benevolent in times of peace. They are capable of seeing anything and everything that goes on in the system, and it's hinted that they have the gift of foresight, since they’ll often strongly hint at the future consequences of certain actions. Even so they are rarely involved in the goings-on of the system, only appearing if The Council absolutely needs their vote. The rest of the time, they move around a lot and only Cursor (and sometimes Anti-Virus) is able to find them.
The one and only anything had ever successfully attacked them, was during the Revolt, was when one of the viruses (there were two of them) helping the rebels, fought their way past Anti-Virus and Cursor (killing them both, but being gravely wounded in the process) to attack Power directly. Thankfully for the system, the virus underestimated how strong Power actually was, and thanks to their wounds, was promptly vaporized by Power’s yellow bolts.
Despite easily beating the virus, the attack left Power incredibly weak and on the verge of death, unable to use their powers to fight against the rebels and heal the system from the damage they were causing. Power went even deeper into hiding for the remainder of the Revolt as to recover. When the Revolt ended and Power had gotten most of their strength back, there was a huge power surge the likes than which there had never been before, yet it was not enough to prevent Anti-Virus from putting the system in quarantine for the better part of two years.
Power is back to full strength now, but still bears a terrible scar from the virus attack. This doesn't bother them though. In fact, they use it a way to remind themselves and their peers that, no matter how strongly think they are they are not invincible.
Aside from keeping the system alive, Power can generate massive amounts of electricity, and use them to attack. There are three kinds of bolts that they can produce, each with different purposes.
